Halton has its own rulebook

Advice written for other councils misleads landlords here. In Halton there is no selective or additional licensing and never has been: mandatory HMO licensing for five or more occupants from two or more households is the only scheme. Licences run five years and must be renewed on a change of ownership.

And since 24 September 2025, parts of the borough sit under an Article 4 direction: converting a house to an HMO there needs planning permission before Halton will issue a licence. We plan tenancies and purchases around that reality.
