If your HMO is occupied by five or more people from two or more households, it needs a mandatory HMO licence from your local council. Across Cheshire that is currently the only licence most landlords need: Halton (covering Widnes and Runcorn) has never introduced selective or additional licensing, and Cheshire East shelved its proposed Crewe scheme. The bigger local rule is planning: since 24 September 2025 an Article 4 direction covers parts of Halton, so converting a house into an HMO there needs planning permission, and the council will not issue an HMO licence until that consent is in place. Since 1 May 2026, all assured tenancies in England are periodic (rolling), Section 21 “no-fault” notices have been abolished, rent increases must use the Section 13 process once a year, and tenants must receive a written statement of terms.
